Visa are required by all visitors of all nationalities except for arabs.
If you are planning to visit Libya for tourism or business you must ensure that your passport doesn't contain any stamps or other indication that you have visited Israel.
Befor enter to Libya your have to translate the first page of your passport into Arabic by a legal translator in your city.
How to Obtain Visa:

All visa can be provided in the Libyan airports or border check point with Tunisia or Egypt.
Visa can be applied minimum 07 days before arrival and 02 days before arrival in Libya you receive a copy.
